FANG Xuming received the B.E. degree in electrical engineering in 1984, the M.E. degree in computer engineering in 1989, and the Ph.D. degree in communication engineering in 1999, all from Southwest Jiaotong University, Chengdu, China. He has been a Professor since 2001 and the Chair of the Department of Communication Engineering since 2006. He held visiting positions with the Institute of Railway Technology, Technical University Berlin, Berlin, Germany, in 1998 and 1999 and with the Center for Advanced Telecommunication Systems and Services, University of Texas at Dallas, TX, USA, in 2000 and 2001. He is currently the Chair of the IEEE Vehicular Technology Society Chengdu Chapter, Editor of IEEE Transaction on Vehicular Technology.
